简 要 说 明

本篇资料综合反映江苏的对外贸易、利用外资、对外直接投资、对外经济合作的历年概况，重点反映对外经济贸易的近期发展状况。

一、对外贸易部分

对外贸易统计的主要内容包括：进出口货物的品种、数(重)量、金额、国别(地区)、经营单位、境内目的地、境内货源地、贸易方式、关别等项目。

对外贸易统计的资料来源于海关总署，调查方法是全面调查。

历年出口商品分类金额和历年进口商品分类金额按照联合国《国际贸易标准分类》(SITC)进行统计。

对各国(地区)进出口总额表中，出口货物按中华人民共和国关境外最终目的国(地区)，进口货物按中华人民共和国关境外原产国(地区)统计。进出口总额分别按境内经营单位所在地和目的地、货源地列示。经营单位所在地是指江苏省境内进出口企业报关注册的登记地；境内货源地是指出口货物在江苏省境内的产地或原始发货地。

二、利用外资统计部分

利用外资统计的主要内容包括：外商直接投资、外商投资企业登记注册情况。

统计范围是外商投资，包括境外投资者通过在江苏省境内设立外商投资企业，取得江苏省境内企业的股份、股权、财产份额或其他类似权益，设立境外银行分行、境外保险公司分公司，开发油气等方式进行的投资。外商投资可分为外商直接投资和外商其他投资，其中，外商直接投资限于境外投资者在非上市公司、合伙企业中的全部投资，在单个境外投资者所占股权比例不低于10％的上市公司中该单个境外投资者的投资，以及对境外银行分行、境外保险公司分公司、油气开发项目的投资。

利用外资统计的资料来源于商务部门，其中，外商投资企业的登记注册情况资料来源于工商行政管理部门，调查方法是全面调查。

三、对外经济合作部分

对外经济合作统计的主要内容包括：对外承包工程、对外劳务合作的合同数、合同金额、完成营业额等。

统计范围是对外承包工程、对外劳务合作。

该制度统计单位是经各级商务主管部门批准的从事对外承包和劳务合作业务并具有法人地位的对外承包劳务企业。

资料来源是商务部门，调查方法是全面调查。

四、对外直接投资部分

对外直接投资统计的内容主要包括：境内投资主体的基本情况、境外企业的基本情况等。

统计范围主要包括境内投资主体通过直接投资在境外设立的各类公司型企业和非公司型企业。

资料来源是商务部门，调查方法是全面调查。

五、其他

历年人民币对美元、日元、港币的年平均汇价，资料来源于国家外汇管理局，各年的年平均汇价是根据当年国家外汇管理局公布的每日汇价进行加权平均计算而得出的。

Brief Introduction

Data in this chapter provide summary data of Jiangsu's international trade, utilization of foreign capital, outward direct investment, contracted projects and labour cooperation with foreign countries or territories over the years, focusing on the recent situation of international trade and economic cooperation.   Ⅰ. International Trade   Data on international trade include: varieties of imports and exports, quantity（weight）, value, countries（regions）, imports and exports corporations, destination within territory, origin of goods within territory, mode of trade, types of tariffs and so on.   Sources of data on trade in goods are from the General Administration of Customs of the People's Republic of China through a comprehensive reporting system.   Customs statistics in value terms for both imports and exports are compiled according to the classifications of UN Standard International Trade Classification （SITC).   In the table on total imports and exports with related countries and regions, the exported commodities are compiled by the countries（regions） of destination outside China's customs, and the imported commodities are compiled by the Customs of the countries（regions） of origin outside China's customs. The total values of the imports and exports by region are compiled respectively at the provinces where the import or export corporations are located and at the provinces of destination or provinces of origin within the border of Jiangsu. The province where the import or export corporations are located refers to the province where the import or export corporations have applied to and have been registered at the Customs. The province of origin within the border of Jiangsu refers to the province where the export commodities are produced or originally delivered.   Ⅱ. Statistics on Utilization of Foreign Capitals   Utilization of foreign capitals includes: foreign direct investments and the basic condition of registration of foreign invested enterprises.   The scope of statistic is foreign investments, including investments through establishing foreign-invested enterprises within Jiangsu to aquire stock, stock rights, property shares or other similar rights of enterprises, establishing branch banks and branch insurance companies without Jiangsu and the development of oil by foreigh investors. Foreign investments include foreign direct investments and other foreign investments. Foreign direct investments are limited to all investments in unlisted companies and cooperative enterprises by foreign investors. It also includes investments of branch banks, branch insurance companies without Jiangsu and the development of oil by foreign investors whose percentage of shares in listed companies are more than 10%.    Data on utilization of foreign capitals are from departments of commerce, of which, data on the basic condition of registration of foreign invested enterprises are from the departments of administration for industry and commerce through comprehensive reporting system.    Ⅲ. Foreign Economic Cooperation    Data on foreign economic cooperation include: number of contracts for overseas contracted projects, contracted volume,complete business turnover and so on.    The statistics cover overseas contracted projects and dispatched workers for overseas labour services.    The statistical unit in the scheme is enterprises engaged in contracted projects and labour services cooperation with foreign countries and has been approved by the department of commerce at various levels.    Data on foreign economic cooperation are from the Ministry of Commerce through a comprehensive reporting system.    Ⅳ. Outward Direct Investment    Outward direct investment includes basic situation of domestic investors and overseas enterprises.    The statistics cover overseas corporations and non-corporations enterprises of various forms which established by domestic investors through their investment operation.    Data are from the Ministry of Commerce through a comprehensive reporting system.    Ⅴ. Others    The average exchange rates of RMB yuan to US dollar, Japanese yen and Hong Kong dollar over the years come from the State Administration of Exchange Control. The annual average exchange rate is calculated as the weighted mean of the daily exchange rates provided by the State Administration of Exchange Control in the year.
